The Committee of the Regions

The Committee of the Regions (CoR) was set up in 1994 under the Treaty on European Union (Treaty of Maastricht). It is  an advisory body composed of representatives of regional and local authorities. The CoR’s role is to ensure that local and regional interests are taken into account in determining the European Union’s policy.

The CoR has 317 members. They are nominiated by the EU governments and appointed by the Council of the  European Union for a four-year period.

 

The Commission and the Council must consult the CoR on all matters that concern local and regional governments, such as regional policy, environment, education and transport. In so doing, the EU institutions are respecting the principle of subsidiarity, which requires matters to be handled at the level of government closest to the citizen.

 

Each country can nominate its CoR members as it wants, but each national delegation must reflect the political, geographical and regional differences within a member state. The CoR members are elected municipal or regional politicians who represent every tier of local government, such as presidents of regional governments, members of regional parliaments, mayors of large cities, or aldermen from local councils.   

 

The CoR holds five plenary sessions every year in Brussels. The members are assigned to six specialist “commissions” (CoR committees) whose task is to cover specific policy areas.

 

The number of members from each state is roughly determined by the population size.
